Sabah, Sarawak’s ‘right’ to have 35% more seats?

Sabah's land area may be equivalent to nine states in the peninsula, but its representation in Parliament does not reflect this.
KOTA KINABALU: Going by the spirit of the 1963 Malaysia Agreement, Sabah and Sarawak should have a minimum 78 seats in the current 222-seat Dewan Rakyat. But in reality this has never happened. Sabah and Sarawak currently have a collective 56 seats in Parliament.
Demanding for a review in the number of seats, State Reform Party (STAR) Sabah chapter chairman Jeffrey Kitingan said both states must collectively have their parliamentary presence increased by at least 35%.
“We must revisit the recommendation in paragraphs 165 and 190(g) of the Cobbold Commission Report that ‘representation of the Borneo territories shall take into account not only of their population but also of their size and potentialities’,” Jeffrey said.
He said when Malaysia was formed then, Malaya was allocated 104 seats representing 65% of the parliamentary seats with Sabah, Sarawak and Singapore combined getting 35%.
“This was an important constitutional safeguard for the Borneo states to ensure that the Federal Constitution would not be freely amended by Malaya representatives alone,” he said in a statement today.
He said any review on the matter must take into account the composition ratio of the parliamentary seats agreed at the formation of Malaysia Federation.
It must also ensure a fairer and more equitable distribution of funds for each constituency and access to facilities and amenities by the people in both states.
Jeffrey also said that Sabah with 73,620 sq km is an area equal to nine states in the peninsula and 90 times the size of Perlis (816 sq km).
“To emphasise our point, even the rural Kuamut state constituency (under Tongod district) is 10,054 sq km, which is larger than the whole of Kedah (9,347 sq km) and the Keningau parliamentary seat is 3,533 sq km, which is larger than the combined 3,405 sq km areas of Malacca (1,650 sq km), Penang (1,039 sq km) and Perlis (816 sq km).
“Kedah has 15 MPs, 36 assemblymen, one mentri besar and one Sultan while Kuamut is only represented by an assemblyman and shares its MP with Sukau (6,604 sq km), which is about the size of Negri Sembilan (6,633 sq km), which has eight MPs and 36 assemblymen,” he said.
Sabah not rewarded
Jeffrey also cited Keningau which is larger than the combined Malacca, Penang and Perlis.
He said Keningau had only one MP and three assemblymen, while the three peninsular states combined are represented by 26 MPs and 83 assemblymen, two chief ministers, one menteri besar, two Yang di-Pertua Negri (governors) and one Raja (Sultan).
“The disparity is amazing and the problems of the people and development in each district in Sabah are further hindered by huge imbalances in development allocations” he said.
He said that just last week, Malacca Chief Minister (Mohd Ali Rustam) announced that Malacca was given an allocation of RM1.2 billion for 2011 to 2013 and requested for at least RM1.0 billion each year under the 10th Malaysia Plan to enhance the state’s economy and industrial development.
“However, the allocation for Keningau is less than RM10 million.
“Prime Minister [Najib Tun Najib] also announced last week that the revenue collection for 2011 was a record RM109.674 billion.
“The contribution from Sabah was a record RM22.7 billion, yet Sabah is not rewarded but the Inland Revenue Department will be getting fat bonuses.
“If Point 11 of the 20-Points was implemented, all the RM22.7 billion would have been collected by Sabah.
“Even assuming [that] Sabah makes a one-third contribution to the federal government, the state will still retain RM15.1 billion for its own development in addition to the current RM3.7 billion state revenue,” he said.

Where’s the justice?
Jeffrey also recalled that Petronas had recently announced that it made a record RM96.561 billion gross profit for the nine-month period ending Dec 31, 2011 with the federal government getting RM27.113 billion in tax revenue and RM30 billion in dividend payment.
“Sabah contributes not less than RM15 billion of the profits but gets only a paltry 5% oil payment, while the 44,000 employees of Petronas will be getting a record of not less than 6.7 month’s bonus.
“Sabah is a wealthy state, but given its treatment by the federal government, it is no surprise that Sabah is now the poorest state with its people deprived of proper roads, electricity, healthcare and other infrastructures… Where is the justice for Sabah?” he added.

SarawakReport berbohong dan memfitnah BN atas perbuatan seseorang




Recently PKR-controlled sarawakreport blasphemed Barisan Nasional by saying that corruption is corruption of Barisan Nasional. 


The corruption of 1 person Chang Chung Tchet who is not even a member of PBB or BN component definitely doesn't mean corruption of Barisan Nasional.  He could even be a member or supporter of DAP.


Is the corruption of sand smuggling, mushrooming of prostitution dens, illegal gambling or  wholesale selling state land in pakatan pembangkang-controlled selangor and penang fully the corruption of Pakatan Rakyat political parties?


Phang Chung Tchet may be DAP supporter or donor, 60% of chinese voters voted DAP in the recent state election.  Why doesn't sarawakreport.org then say that its DAP corruption?

How Sarawak Energy’s General Manager, Phang Chung Tchet, makes money from contracts 
Take for example our new revelation about the corrupt contracts handed out by Sarawak Energy boss Phang Chung Tchet.
Back on 24th August 2001, Mr Phang registered a new company called C.P. Power Sdn Bhd, of which he became Director and 80% shareholder.
Five days later, on 29th August 2001, a new subsidiary of Sarawak Energy Bhd was created, called Sarawak Energy Engineering Sdn Bhd.  This was based at Sarawak Energy’s headquarters and the Manager and a Director of that company from day one was also Mr Phang Chung Tchet.
Interestingly, and perhaps to counter certain rumours that have been circulating about graft, Sarawak Energy Engineering Sdn Bhd changed its name last month and moved to a separate premises.  However, the Manager and Director continues to be Phang Chung Tchet.

Sarawak Energy Engineering (now See Engineering) was set up as a 70% subsidiary of SEB, based at its Head Quarters and Managed by Phang Chung Tchet. But who owned the remaining 30%
So, the question is whether there is any connection between this 70% subsidiary of SEB, managed and directed by Phang Chung Tchet, and the other company that he had set up privately 5 days earlier, C P Power Sdn Bhd?
The answer, we discover, is yes.  C P Power Sdn Bhd is the owner of the remaining 30% of the shares of Sarawak Energy Engineering Bhd!

The 30% shareholder is C P Power. Both C P Power and Sarawak Energy (SESCO) are Managed by Phang Chung Tchet
And, as we already know, SEB General Manager Phang Chung Tchet is an 80% shareholder of C P Power.

Therefore, 80% of 30% of the profit from all contracts handed by SEB to Sarawak Energy Engineering/See Energy goes right into the General Manager's pocket!

Pemuda PBB Zon Samarahan mahukan calon lelaki tempatan

   Hamzah Bin Ibrahim mengiringi YB Datuk Fadilah Yusuf memberi hadiah

Pada Khamis 19hb April seorang pemimpin pemuda PBB dari cawangan Asajaya telah mengeluarkan kenyataan akhbar menerusi akhbar nasional bahawa mereka menolak atau enggan menerima calon wanita sebagai calon BN untuk kerusi parlimen samarahan.  Pemimpin pemuda PBB Asajaya ini adalah penyokong kuat Hamzah Bin Ibrahim yang dirasakan adalah paling 'senior' dalam parti untuk diketengahkan sebagai calon dalam PRU akan datang.  Hamzah Ibrahim bukan sahaja timbalan ketua PBB cawangan Muara Tuang tetapi juga Ketua Pemuda PBB Zon Samarahan.

Hamzah Bin Ibrahim juga sungguh berkebolehan sehingga mendapat kepercayaan dan sokongan penuh Ketua Pemuda PBB YB Datuk Fadillah Yusuf untuk menganjurkan Jentera Pilihanray Pemuda PBB menerusi program 'Armada Pemuda PBB'.  YB Datuk Fadillah Yusuf telah mengeluarkan arahan agar ketua-ketua cawangan Pemuda PBB seluruh Sarawak 'wajib' untuk mengikut arahan Hamzah Bin Ibrahim.  Begitulah kebolehan dan kecekapan Hamzah Bin Ibrahim.

Akar umbi PBB Samarahan mula menunjukkan bahawa mereka lebih mahukan pemimpin 'berwibawa' dari dalam PBB seperti Hamzah Bin Ibrahim daripada 'orang luar' seperti Pegawai Daerah Rubiah Haji Wang.

Samarahan PBB boss YB Karim shortlists 3 candidates




Pemimpin PBB paling senior di Kota Samarahan iaitu Menteri Muda Perumahan dan Belia YB Abdul Karim Bin Rahman Hamzah telah menyatakan bahawa 3 nama telah dipilih untuk pencalonan PBB/BN untuk kerusi parlimen Kota Samarahan.  Beliau menyatakan bahawa seorang adalah dari tempatan.  Kemungkinan besar seorang tempatan itu adalah pemimpin PBB paling senior di kota samarahan selepas dirinya dan YB Muara Tuang iaitu timbalan ketua PBB cawangan Muara Tuang Hamzah Bin Ibrahim. Kalau ikut seniority dalam parti PBB di kawasan samarahan beliaulah orangnya.  Seorang lagi adalah luar PBB iaitu pegawai daerah Asajaya Rubiah Binti Haji Wang.

Kalau kata YB Karim seorang dari 3 nama adalah tempatan maka 2 lagi nama adalah orang luar.  Sememangnya calon 'favourite' dan yang didesak oleh akar umbi adalah 'billionaire' Dato Sri Abu Bekir Taib. Beliau dikehendaki oleh akar umbi kerana boleh memberi kesinambungan selepas adiknya Dato Sri Sulaiman Taib.  Kemungkinan besar seorang lagi calon 'luar' adalah sepupu Dato Sri Abu Bekir iaitu Dato Ahmad Bin Dato Seri Ibrahim.  Beliau telah 'berjalan' di samarahan untuk beberapa bulan.  Malah beliau telah mengadakan majilis 'tepung tawar' di asajaya dalam samarahan.

PBB to submit 3 names for Kota Samarahan, says Abdul Karim

ASAJAYA: Parti Pesaka Bumiputera Bersatu (PBB) has shortlisted three individuals as Barisan Nasional (BN) candidate for the Kota Samarahan parliamentary seat in the 13th general election which is just around the corner.
PBB supreme council member Abdul Karim Rahman Hamzah said one of them was a local.
He said their names would be given to the top leaders of BN for them to evaluate and choose.
“For Kota Samarahan parliamentary seat, three names including one woman, has been shortlisted and I don’t think there will be any problem if one of them is chosen because I believe the other two will continue to support the chosen one,” said Karim when met after the 1Malaysia netbook presentation ceremony here yesterday.
He said this when asked if any local-born from the area made the list. The incumbent MP for Kota Samarahan Dato Sri Sulaiman Abdul Rahman Taib recently announced his desire not to seek re-election.
Although refusing to reveal their names, Karim, who is also Asajaya assemblyman, felt that the local-born would be picked for the seat.
“I think a local will be picked…that is what I think.”
Currently, rumours have it that the local female is Asajaya district officer Rubiah Wang.
Meanwhile, Karim who is also Assistant Housing Minister, said BN would not face any difficulty in retaining the Kota Samarahan seat which is considered a ‘white area’ though some people had been seen making their rounds there.
“Many people from both the opposition parties and BN including aspiring independents will come to introduce themselves to the villagers,” he said.
Overall, he said the coming election would be a tense one, though not in Sarawak, because based on the last election, BN won with a big majority.
He did not deny, however, that BN might face problems if internal conflicts besieging some of its component parties were not resolved.

Akar umbi samarahan mahu abu bekir, sekarang giliran PBB samarahan

Beberapa kali sudah segelintir orang samarahan telah mengadakan sidang akhbar bahawa mereka mahu billionaire Dato Sri Abu Bekir Taib untuk menggantikan adiknya YB Dato Sri Sulaiman Taib sebagai calon BN untuk kawasan parlimen samarahan.

Sejurus selepas mendapat berita Setiausaha Agung Barisan Nasional Kebangsaan Tengku Adnan Mansor memaklumkan bahawa senarai calon akan diminta dari presiden-presiden parti komponen BN maka sekali lagi mereka membuat sidang akhbar mahukan Dato Sri Abu Bekir Taib menjadi calon.

Namun yang sunyi sepi sejak Dato Sri Abu Bekir Taib menyatakan kemahuan beliau memasuki politik (tahun lepas) adalah pemuda PBB Zon Samarahan.  Ini adalah sepatutnya yang menjadi 'foundation' base untuk pencalonan Dato Sri Abu Bekir Taib.  Selama ini hanya sayap Bapak dari ranting- ranting PBB Muara Tuang yang menyatakan menyokong pencalonan Dato Sri Abu Bekir Taib.  Dengan pilihanraya terlalu hampir pastilah ketua pemuda PBB Zon Samarahan Hamza Bin Ibrahim akan mengeluarkan sidang akhbar menyokong Dato Sri Abu Bekir Taib.  Dengan itu lengkaplah jentera pilihanraya Dato Sri Abu Bekir Taib.




Two weeks for BN component parties to submit list of election candidates

PUTRAJAYA: Today, the Barisan Nasional (BN) will begin sending letters to leaders of component parties, requesting them to submit their list of candidates for the 13th General Election (GE).
BN secretary-general Datuk Seri Tengku Adnan Tengku Mansor said, this followed a directive by BN chairman and Prime Minister Datuk Seri Najib Tun Razak.




Grassroots BN supporters want Bekir to be fielded in Kota Samarahan

REQUEST FOR BEKIR: Supporters hold banners calling for Bekir to be fielded as BN candidate for Kota Samarahan.
ASAJAYA: A group of grassroots Barisan Nasional supporters yesterday gathered at an open field here expressing their support for corporate  figure  Dato Sri Mahmud Bekir Taib to be nominated candidate for Kota Samarahan in this coming general election.
They began to gather there as early as 8am, and   displayed banners and placards carrying their request for Bekir to be the BN candidate for the seat.
The crowd dispersed about 20 minutes later.
A veteran Parti Pesaka Bumiputera Bersatu (PBB) member Jais Deli, 81, said the majority of the people there, mainly farmers, were of the opinion that Bekir would make a very good MP.
He said they were confident that Bekir could bring more development to the area and continue the good work laid down by his father and former MP for the constituency, Pehin Sri Abdul Taib Mahmud.
“We believe Bekir is the best candidate for BN to retain the seat of Kota Samarahan in the coming election,” he said.
Meanwhile, another strong BN supporter Pon Silat, 77, concurred with Jais that Bekir  would make a good MP for this area.
According to him, Bekir has very good potential because of his many years in the top-flight corporate sector.
A fisherman Bodi Amit, 61, said putting up a candidate other than Bekir could be a wrong move, pointing out that any other candidate might not be able to ensure smooth continuity of development there.
“If that happens, the people would be very disappointed,” he said.

Adakah tuduhan Masing mengenai Sng Chee Hua benar atau 'salah kero'?

Presiden PRS parti komponen BN mendedahkan bahawa ada individu atau individu-individu dalam kepimpinan BN yang 'menyokong' Dato Sng Chee Hua dalam mengacau bilau kerusi-kerusi parlimen PRS.  Persoalannya adakah pemimpin-pemimpin yang dimaksudkannya di Sarawak atau KL?  Adakah benar pemimpin-pemimpin BN atau kroni-kroni mereka sahaja yang 'out-of-control'?

Ataupun adakah YB Tan Sri Dr James Masing tersalah anggap dan sebenarnya Dato Sng Chee Hua 'berdagang'?  Berdagang erti katanya dalam suasana politik negara sekarang setiap kerusi parlimen adalah berharga kepada Pakatan Pembangkang dan BN.  Terbukti pada tahun 2008 Anwar Ibrahim telah cuba untuk merasuahkan banyak ahli-ahli parlimen BN untuk lompat tetapi gagal.

Adakah sebenarnya Dato Sng Chee Hua hanya mahu 'memiliki' beberapa kerusi parlimen untuk 'berdagang' nanti?  Oleh itu adakah tuduhan Yang Berhormat Tan Sri Dato Sri Dr James Jemut Masing tersilap sedikit?

KUCHING: PRS president says Julau could fall to the opposition if elements within BN were allowed to undermine Salang.
Julau MP Datuk Joseph Salang is facing an unexpected enemy in defending his seat in the coming election – some members of Barisan Nasional component parties who are giving covert support to certain parties planning to contest in the constituency.
This was disclosed by Parti Rakyat Sarawak (PRS) president Tan Sri Dr James Masing who warned that Julau could fall to the opposition if the BN component parties did not refrain from supporting the independent candidate in the coming general election.
Masing admitted that he knew the group behind the campaign to unseat Salang but could not do anything about it.
“We have a serious threat in Julau from people within BN who want to go against Datuk Joseph Salang.
“We know it and we have reported it to the top BN leaders. Now we leave it to the BN top leadership to decide what to do with them,” Masing told The Borneo Post here yesterday.
He added that Salang was aware of what was going on the ground and had reported the matter to him.
“He (Salang) is very well aware of what is going on there because it’s the work of some people from the BN,” Masing reiterated.
Salang, is one of the vice-presidents in PRS which has been allocated six parliamentary seats.
The other seats are Sri Aman, Lubok Antu, Kanowit, Hulu Rajang and Selangau.
Masing, who is a senior minister and Minister of Land Development, described the situation in Julau as very unhealthy.
“It’s not just smart politics but in fact it’s dirty politics,” he stressed.
On the possibility of former Julau MP Datuk Sng Chee Hua contesting in Julau in the coming election, Masing said he was not duly worried about it.
“Sng on his own is not a threat to the BN in Julau but if there were others from within the BN using him, then there will be a challenge for us.
“And I am also worried that if the political elite is using him for whatever purpose which I don’t know, that is very worrying,” Masing pointed out.
On the possibility that Sng might use his own resources to challenge PRS in the other five seats, Masing said he knew Sng’s moves well enough as they had known each other for the last 25 years.
“He always thinks that the Dayak voters are easy targets based on his past experience.
“But if he (Sng) is really sincere in supporting the BN, then why not help in the Chinese areas like helping SUPP,” said Masing.
On rumours of Sng trying to register a new political party, Masing said he was not surprised as that could be a way to ‘muddy’ the state’s political waters.
“What surprises me is why the political elite in Malaysia still tolerate him,” added Masing.

Sng family vs James Masing?

A former 'influential' sacked member of Parti Rakyat Sarawak is working the ground in the Julau constituency but party president James Masing is unperturbed.
KUCHING: The speculation here is that Sabah Peoples’ Front (SPF), which hit the headlines a few months ago following talk that Sabah Umno’s eastcoast warlord Lajim Ukin will defect to the party, is extending its reach to Sarawak under a new guise.
Paralleling a move by Sarawak-based State Reform Party (STAR) which opened an autonomous ‘branch’ in Sabah under the helmsmanship of Dr Jeffrey Kitingan, SPF here is apparently being led by a Taib Mahmud-ally, Sng Chee Hua.
For the past few weeks, Sng a former MP for Julau (1995-1999) has been active in the constituency prompting many to think that he is making a comeback after a 13-year absence from politics.
Sng is linked to the newly registered Sarawak Workers Party (SWP) that is planning to contest in Julau, Selangau, Kanowit and Hulu Rajang.
But according to sources, Sarawak Workers Party is actually SPF which had its constitution amended to allow for the name change. The change was approved by the Registrar of Societies a few days ago.
In Julau, Sng has been seeing some of his former supporters. Last week he was seen entertaining 200 people to dinner, the majority of them are supporters of the Meluan assemblyman Wong Judat and members of Sarawak Progressive Democratic Party (SPDP).
Although Judat was absent in the dinner, it seems that Sng has the ‘blessings’ of SPDP leadership to mount a challenge against the incumbent MP Joseph Salang Gandum of Parti Rakyat Sarawak (PRS).
It is common knowledge that Wong and Salang are on ‘unfriendly terms’ because of a  road project in Meluan which went sour. According to reports, funds for the road project were withdrawn and transferred to another road project.
Salang reasoned that the fund had to be withdrawn as the plan for the road project was not ‘ready’ and it was then transferred to another project, otherwise the allocation would have be returned to the Finance Ministry.
Sng still ‘bitter’
But Judat refused to accept the explanation. Ever since then he has  been very vocal against Salang, accusing him of taking away his project. He even called Salang an outsider and that he should not contest in Julau.  Salang comes from a longhouse in Sarikei.
In the last state election, Salang and his supporters did not campaign for Judat in Meluan which is part of the Julau constituency. The other half is Pakan where SPF president William Mawan is  incumbent.
Sng, who is seemingly taking advantage of the strained relationship between Salang and Judat,  is confident of the support from voters who were once his strong supporters.
Sng who contested on a Parti Bansa Dayak Sarawak-BN ticket in 1995 won the Julau seat with a majority of more than 10,000 votes.
But in the 1999 election he was dropped as a candidate for his alleged involvement in the Ummi Hafilda Ali-Anwar Ibrahim case.
Salang took over the constituency and remains its incumbent until today.
Sng is still furious for being dropped and is now vented his anger on Salang who is now PRS’ information chief.
Sng is also angry with PRS president James Masing who kicked him out of party after a leadership crisis.
Sng and Masing formed PRS after Parti Bansa Dayak Sarawak was deregistered in October  2004. Masing became its president, while Sng was made the deputy.
Two years later Sng and Masing had major disagreements on how to run the party. So serious were disagreements that Masing had to expel Sng and his supporters from the party.
Until today Sng cannot forgive and forget Masing and tries to find every possible means to destabilise PRS.
His intention to contest in Julau and to sponsor others to contest in Selangau, Kanowit and Hulu Rajang is part of his strategy to undermine PRS.
Sng is apparently encouraged in doing so after he successfully helped his cousin George Lagong to defeat Masing’s man in Pelagus in the last state election.
Sng’s son is Larry, the controversial former Pelagus assemblymen who Masing sacked for insubordination and stubbornly refused to ‘allow’ any other party within the state BN coalition to accept him.
It is understood that he had also ‘influenced’  the federal-level BN to reject Larry’s application to contest as a ‘BN-direct’ candidate. Masing’s alleged ‘arrogance’  was in spite of the fact that Larry had the open support of Chief Minister Taib.
However Taib snubbed Masing when he retained partyless Larry as his Special Functions Minister for Youth Affairs  despite the fact that Larry could not contest in last April’s state polls. Lagong is Larry’s uncle.
Sng is not a problem
Meanwhile, Masing is unperturbed by Sng’s possible comeback. He doesn’t see it as a major threat in the coming election.
He said he is confident in defending the six seats that are being allocated to the party irrespective whoever will come their way.
“We take all challenges seriously, including from SWP, but I am confident we will be able to defend all our parliamentary seats,” he told reporters.
Saying that he is not surprised with Sng’s comeback plan, Masing who is Land Development Minister said: “Sng will do what he used to do when election is coming.
“He will muddy the water and leave the scene,” he said.
